The question of whether or not union density has an effect on the power and strength of the union function is highly national specific. In order to correctly establish the correlation, if any, between union density and industrial relations (IR) outcomes, there must be an in depth look into national tendencies. In order to accomplish this, there will be an analysis of French union and IR models in comparison with Swedish IR and union models.

Drawing from this comparison of their apparent dissimilar structures and union density will allow for analysis. This analysis will show that union density is a factor in IR outcomes, but not the most significant factor depending highly on historical, institutional and national structures within these two different countries. This essay is limited to Sweden and France, but the context of differences playing a role in union density and function can be carried through to other countries.

France, Economic Background:

France is one of largest geographic and population rich countries in Europe, as well as one of the largest economies. It has a population of around 64 million people and those people work in about 2.5 million companies. 

Being large in almost every aspect, France maintains fairly average GDP growth, unemployment and inflation with regards to other European Union (EU) countries. France is unique in the management of its economy through a state interventionist system or what can also be known as state managed capitalism. Though the French economic and IR models have been under public scrutiny lately, the government still holds major stakes in some economic sectors, mainly defence, transport, and energy.

France, IR Trends:
Historically, the French system has always been underpinned by a strong state involvement with regards to its IR policies. The French IR model is heavily influenced by revolutionary socialist within the labour movement and employers who tend to either be reactionary or paternalistic. This is one explanation for why there is often seen to be a lack of recognition between the interventionist role of the state and the social partners. In today's economic environment the relationships are still fragmented. This difficulty is reinforced by a growing concern with regards to weakness in the trade union movement.
There have been some significant changes in the French IR model over the past decades, as is the case with many other EU countries. They have moved to decentralized bargaining, allowing for organizations to have greater autonomy from collective agreements and legislation. Union density in France is the lowest in the EU at about 8%. There are currently five main trade union confederations in France (See table 1).
